Electronic Recording Delivery System (ERDS) Program
An Opportunity for Computer Security Auditors

ISACA members have known for some time about the US Department of Defense (DoD) Information Assurance Workforce Improvement Program which names ISACA’s CISA and CISM certifications among those approved for the DoD Information Assurance (IA) professionals.  Now the implementation of the California Electronic Recording Delivery Act of 2004, and, pursuant to Title 11, Division 1, Chapter 18, Articles 1 through 9 of the California Code of Regulations, the CISA is again identified as one acceptable certification to perform the Computer Security Auditor function under this law.  Regulations were approved and forwarded, by the Office of Administrative Law, to the Secretary of State for filing on July 31, 2007.  It is anticipated that the regulations will become effective no later than September 1, 2007.  

Please note the only individuals who shall be eligible to conduct security testing on an established ERDS are those who have applied to the California Department of Justice (DOJ), and, after review of their application and qualifications, receive an approval from the Electronic Recording Delivery System (ERDS) Program.  It is important to understand that this approval does not guarantee employment by entering into a contract with a California County Recorder.  The approval stipulates that the DOJ approved Computer Security Auditor possesses the required qualifications needed to perform a required security audit on an ERDS.  Once approved, the individual’s name, contact information and desired geographical location(s) to perform services shall be posted to the ERDS web page.  Geographical locations include the 58 counties within the State of California only. County Recorder’s will then access the approved listing to choose a Computer Security Auditor and contact them requesting such service prior to the operation of their developed ERDS.
